About the White Card (CPCCWHS1001)
The White Card, formally the unit of competency CPCCWHS1001 Prepare to Work Safely in the Construction Industry, is a nationally recognised certification required before you can set foot on any construction site in Australia. It is delivered by Registered Training Organisations (RTOs) and assessed via a written or online knowledge test plus a practical demonstration component. Without a valid White Card, you cannot legally work on any construction, trade, or infrastructure project in Australia.
The assessment covers five areas:
- WHS Legislation and Responsibilities: the Work Health and Safety Act 2011 (Commonwealth model), duties of PCBUs, workers, and officers; rights to refuse unsafe work; incident notification obligations
- Hazard Identification and Risk Control: types of hazards (physical, chemical, biological, ergonomic), the hierarchy of controls (elimination through to PPE), and risk assessment processes
- Safety Signs and Tags: the five categories of safety sign under AS 1319 (prohibition, warning, mandatory, emergency, fire), colour coding, and out-of-service tagging under AS 4600
- Emergency Procedures: emergency response plans, evacuation procedures, first aid requirements under AS 2444, and reporting of injuries and near-misses
- PPE Requirements: types of personal protective equipment, when each type is required, care and maintenance, and limits of PPE as a control measure
Important: A White Card has no expiry date once issued, it is valid for life across all Australian states and territories. However, it must be obtained from a nationally recognised RTO. Online-only cards from unaccredited providers are not accepted on construction sites and can result in site exclusion and fines.
Key White Card Facts to Know
- Required nationwide: Mandatory before working on any construction site in all states and territories
- No expiry: Once issued by an accredited RTO, a White Card does not expire
- In-person component required: Most RTOs require at least a partial face-to-face assessment; fully online cards are not accepted in NSW, VIC and QLD
- Hierarchy of controls: Elimination, Substitution, Isolation, Engineering, Administrative controls, PPE, must know this order
- PCBU: Person Conducting a Business or Undertaking, the entity with the primary duty of care under the WHS Act
- Safety sign colours: Red = prohibition; Yellow/orange = warning; Blue = mandatory; Green = emergency/first aid; Red (different) = fire
- Right to cease unsafe work: Workers have the legal right to cease work they reasonably believe poses a serious risk, this cannot result in dismissal
- Incident notification: A 'notifiable incident' (serious injury, dangerous incident, death) must be notified to the state WHS regulator immediately
